Public spending on orchestras and galleries strikes some taxpayers as a luxury while hospitals queue patients in corridors. Others see the arts as part of what makes a nation worth living in. I believe both positions hold truth, but essential services must come first, with the arts funded modestly rather than abandoned. The case for prioritising healthcare and education is straightforward: they are matters of survival and opportunity. No painting can comfort a family that cannot afford malaria treatment, and no theatre festival compensates children taught in overcrowded classrooms without books. Because government budgets are finite, every million directed to a concert hall has an opportunity cost measured in nurses' salaries and school desks. Supporters of arts funding reply that culture is not decoration. National cinema, music and literature carry a country's identity to the world, attract tourism, and employ far more people than outsiders imagine, from lighting technicians to costume makers. Nigeria's film and music industries, for instance, began as shoestring operations and now project the country's influence across continents while employing hundreds of thousands. Modest public seed money for such industries is an investment, not an indulgence. My conclusion is that this is a question of proportion rather than either-or. Core services deserve the overwhelming share of public money, yet a small, deliberate arts budget repays itself in identity, employment and international standing. A wise government funds the hospital first, and still keeps the museum lights on.
