I agree with that, mostly. You notice completely different things on foot: which streets are busy at which hour, where people stop to talk, what a neighbourhood smells like in the evening. None of that reaches you through a car window. When I arrive somewhere new, my habit is to pick a direction and walk for about an hour with no destination at all, then find somewhere to sit and watch for a while. I do it on the first morning, before I've read anything about where I'm supposed to go. The one place I'd disagree is cities that were built for cars, where walking just shows you car parks. In those places I'd take the local bus instead and do the same thing from a window seat.
